Why does the SSO flag remain as N when I have set up SSO?

We did find out why the user's account is still showing as N after SSO has been installed.

Answer

For you to be able to have the SSO flag set to ‘Y’, you cannot have users created natively before they log in from IdP.   To have the flag be represented as ’Y”, you would need to delete the native users and ask users to login via their IdP. On successful authentication using "Just in Time" provisioning, we create the placeholder users & the SSO flag will be reflected properly.
