Is the FIPSCountyCode 3 digits or 5 digits?

After continued investigation today, I found that we have only FIPSCountyCode (3-digit FIPS country code) from Loqate and don't any FIPSStateCode from Loqate. (refer to https://support.loqate.com/documentation/fielddescrip/cass-fields/).
